Jon M. Babineau was born in Bethesda, Maryland to a U.S. Navy family in 1961. Mr. Babineau graduated from Old Dominion University in 1983 and was admitted to the Virginia Bar in 1987. He has developed an active practice in the areas of criminal and white collar defense, civil litigation, personal injury and condemnation. Jon is admitted to practice in the U.S. Supreme Court, U.S. District Court, Eastern and Western Districts of Virginia, U.S. Court of Appeals, Fourth Circuit and U.S. Bankruptcy Court, Eastern District of Virginia. Fluent in Italian, Mr. Babineau is an active member of the Norfolk-Portsmouth Bar Association and the American Bar Association, Virginia Trial Lawyers of America, and the National Association of Criminal Defense Lawyers.

Bill Riddick has practiced law in Smithfield since being admitted to the bar in 1984, His practice focuses on residential and commercial real estate, general business matters, wills and trusts, estate administration, chancery litigation and municipal government. Mr. Riddick represents owners, sellers, businesses and developers in a broad range of real estate transactions with particular emphasis on land use matters. As attorney for the Town of Smithfield, Mr. Riddick has received extensive experience in municipal government and land use issues. Mr. Riddick received a Bachelor of Arts degree in history from the University of Virginia and his law degree from Campbell University.

Windley Hofler Walden

Windley H. Walden is a Suffolk native who concentrates her practice on civil litigation with special emphasis on appellate issues. Ms. Walden received her undergraduate education from the University of Virginia and her law degree from the College of William and Mary School of Law, where she later returned to teach first and second year law students as an Adjunct Professor of Law in the Legal Skills Program. While at William and Mary, Mrs. Walden was honored as a Member of the Order of Baristers, she competed on the champion National Trial Team in 1997 and was the President of the Trial Team from 1997 to 1998. Presently, she is a member of local, state and federal bar associations and numerous community organizations.

Adam M. Carroll

As a Hampton Roads native, Adam M. Carroll has been practicing in the area since his admission to the bar in 2004, where he began his law career as a prosecutor. He now concentrates his practice as an advocate for clients finding themselves involved with the criminal, traffic and civil court system in all Hampton Road's jurisdictions. Mr. Carroll also represents clients in broad range of commercial and residential real estate issues, including transactional matters, like real estate closings, to those clients seeking rezoning, variance of municipal ordinances and other such land use problems. He received his undergraduate education from East Carolina University and law degree from Campbell University and is an active member in the local and state bar associations. Living only a short distance from where his family home is located, Mr. Carroll enjoys spending time with family and friends and the occasional golf outing.

William K. Barlow

William K. ("Bill" or "Billy K.") Barlow began practicing law in his home town of Smithfield immediately after graduation from the University of Virginia School of Law in 1965. First elected in 1991, he continues to serve in the Virginia House of Delegates, representing all or parts of the counties of Isle of Wight, Surry, Southampton, and James City, and the cities of Williamsburg and Franklin. A member of the House Courts of justice committee, he also served as Chairman of the General Assembly's "Barlow Commission," studying ways to improve real estate transactions. His service to cornmuntty and national organizations spans four decades and includes service as an intelligence officer in the U.S. Air Force. He has also devoted himself to service to his alma matter, Virginia Tech, acting as President of that University's Alumni Association and is the recipient of the Alumni Distinguished Service Award. His practice, although broad in scope, emphasizes estate administration, drafting wills, powers of attorney and trusts, real estate transactions, civil litigation, and traffic matters.
